Tamil Nadu Rural Transformation Project (TNRTP) is a Government of Tamil Nadu initiative, supported by World Bank. The Project will be implemented by an independent society – “Tamil Nadu Rural Transformation Society” (TNRTS), under the Rural Development Department, Govt of TN.

Chief Operating Officer (COO) – Project implementation

i) 12+ years' experience.
ii) Master in Bussiness Management/ Agribusiness Management from a reputed institute.
iii) Experience in managing large Projects (guiding immediate next team of 20+ members and overall team-size of over 150+).
iv) Provides strategic directions towards achieving the Project development outcomes.
v) Provides leadership to the work teams.
vi) Anticipates, Creates and Defines Innovative Concepts in a Strategic Environment.
vii) Ability to Input to Strategies and Policy-Making, in accordance with overall strategies.
viii) Demonstrated experience of contract and partnership management.
ix) Provide strategic technical and management inputs to CEO on the critical decision, and
x) Knowledge and experience in rural community-based programs will be an added advantage.

Essential

i) Implementation, Coordination and Monitoring Experience of a Project that has implementation scope beyond 10 districts.
ii) Experience in at-least three thematic areas related to any of the following: i) business financing; ii) enterprise promotion; iii) value chain approach, iv) producer institutions; and v) skills development.
iii) Proficiency in building a team and executing partnership with Government departments, private sector players, academia, etc.  

Associate COO - Enterprise business financing

i) 12+ years' experience.
ii) Master in Bussiness Management/ Agribusiness Management from a reputed institute.
iii) Functional knowledge and implementation in accordance with the Project objective.
iv) Leading the work team.
v) Liaisoning with the stakeholders and TSAs.
vi) Documentation - operational manuals, guidance notes and others.
vii) Demonstrated experience of contract and partnership management.
viii) Implementation, Coordination and Monitoring Experience of a Project that has implementation scope beyond 10 districts.
ix) Experience in financing instruments (like matching grants/credit guarantee/capital grants/venture).
x) Knowledge of institutions financing enterprises like producer collectives, micro-small enterprises, social/green enterprise and start-ups.
xi) Understanding the incubation and innovation ecosystem like Sankalp, Villgro, Development Market Place, etc.

Associate COO - Skills and Jobs

i) 12+ years' experience.

  • Experience in promoting producer collectives in farm and non-farm;
  • Experience in promoting value chain linked agribusiness, marketing support and service delivery.

Deputy COO - Business Innovations
  • 8+ years of experience;
  • Master in any discipline, preferably in Business Management / Agribusiness Management /Economics/ Rural Management from the Reputed institute (preferably Tier 1)
  • Implementation, Coordination and Monitoring experience of a Project that has implementation scope beyond 3 districts;
  • Experience with scouting and promoting innovations as businesses

Deputy COO - M&E/MIS
  • 8+ years of experience
  • Master in any discipline, preferably in Economics/ Business Management/ Rural Management from a reputed institute (preferably Tier1);
  • Implementation, Coordination and Monitoring Experience of a Project that has implementation scope beyond 3 districts
  • Experience in establishing MIS and Decision Support Systems.
  • Understanding of M&E framework of Projects such as baseline surveys, input-output and process monitoring.
Deputy COO - Environment & Social Management Framework (ESMF)
  • 8+ years of experience;
  • Master preferably in Development Studies / Sociology/ relevant discipline from a reputed institute (preferably Tier 1);
  • Implementation Coordination and Monitoring Experience of a Project that has implementation scope beyond 3 districts;
  • Experience in Social Safeguards Systems in Projects funded by multilateral (World Bank/UN/IFAD/etc);
  • Experience in developing and coordinating businesses with a social inclusion framework – in particular women, disadvantaged, tribals, and others;
  • Experience in promoting/supporting/facilitating green businesses and/or environmental safeguards in small businesses.
District Executive Officer
  • 6+ years of experience;
  • Masters in Business Management/ Agribusiness Management from a reputed institute (Tier 1);

Essential.

  • Experience in community-based programs and participatory planning will be an added advantage.
  • Implementation, Coordination and Monitoring Experience of district-level Project;
  • Experience in promoting enterprises and producer collectives in farm/non-farm sector, enterprise financing, marketing support and service delivery.
  • Proficiency in building a team and executing partnership with Government departments, private sector players, financial institutions, and other such stakeholders.
Young Professional

Masters in Business Administration (preferably Tier 1).

For positions 4 to 12 – proficiency in reading, writing and speaking in Tamil is mandatory.

Selection Process

For COO and Associate COO Positions -

For the position of COO and Associate COOs, candidates who meet all the eligibility criteria would be called for a presentation and Interview. In case the number of candidates shortlisted is more, a preliminary round of Interviews would be conducted by the Head Hunting Agency and based on the merit list prepared after this Interview, a final presentation cum Interview would be conducted for such candidates in a ratio not more than 1:10.

For All Other Positions:

For all other positions (Deputy COOs, DEOs and YP), the first stage of the selection process would consist of a written test.

The written test will carry a weight of 85% of the total overall score. The written test would be a multiple-choice objective test. The Multiple choice objective written test would consist of questions related to the following:

    1. Position/ Domain Knowledge & Experience (for that position)
    2. Questions related to General awareness about issues of social and rural development in TN& India.
    3. Questions related to IQ, covering quantitative aptitude, reasoning, data interpretation and Computer literacy etc.
      The written test would have a minimum cut-off score of 40%. 
  1. Based on the score obtained in the written test, those candidates scoring above the cut-off score would be called for the second round of selection process in the ratio of 1:3 per vacancy for the position. For positions with single vacancy, candidates may be called in the ratio of 1:10.
  2. Before the start of the second stage of selection process, all details provided by candidates in their online application - (reservation category, domicile, age proof, education proof, work experience proof) who have been provisionally shortlisted will be verified against original documents
  3. The Second stage of selection process would consist of Personal Interviews. The Personal Interview would carry a weightage of 15% of the overall score.
  4. Based on the score obtained by the candidates in the written test, and Personal Interview, a category wise merit list would be prepared for each position
  5. All expenses incurred to attend this selection process shall be borne by the candidates themselves.
