Ayushman Bharat Yojana or National Health Protection Scheme or Prime Minister Jan Arogya Yojana (PM-JAY) is a program which is launched by the India-Prime Minister Narendra Modi on the occasion of India’s Independent dayHe said that the national health insurance scheme will be rolled out on a pilot basis in some states. The full-scale roll-out of the project is expected to be in September end. The purpose of this scheme is to provide insurance for five lakh rupees per family every year. This will benefit more than 10.74 crore poor families of the country. Its main aim is to provide a service to create a healthy, capable and content new India.

PM-JAY Scheme -

Under this scheme, health insurance of Rs 5 lakhs is being given to the poor families. 23,299 Insurance Claims worth Rs 45 crores have been filed till October 2 Of this 23,287 were approved. So far 32,814 hospitals have applied to join this scheme. Of this, 13,865 have been linked to the scheme. It has been stated in the circular that the SECC 2011 is a study of the socio-economic status of rural and urban families, which helps in the ranking of these families based on the criteria already defined. 

Indu Bhushan appointed as a Chief Executive Officer (CEO) and Dr Dinesh Arora appointed as deputy CEO of Ayushman Bharat Yojana.

PM-JAY Goals -

PM-JAY has two goals-   

i) Creating a network of health and wellness infrastructure across the nation to deliver comprehensive primary health care services.

ii) To provide insurance coverage to at least 40 per cent of India's population which is majorly deprived of secondary and tertiary care services.

PM-JAY Major Elements - 

Ayushmaayushman_bharat_logon Bharat consists of two major elements.

1. National Health Protection Scheme.

2. Wellness centres.

National Health Protection Scheme will provide cashless treatment to patients. And wellness centres will provide primary care to the patients. In fact, the government will upgrade existing Public Health Centres to Wellness Centres. According to news reports, the welfare scheme will be rolled out on August 15. The government has roped in multiple agencies to ensure seamless coordination between the centre and states.

How will the PM-JAY entitlement be decided?

AB-NHPM will be an entitlement based scheme where it will be decided on the basis of deprivation criteria in the SECC database. The beneficiaries are identified based on the deprivation categories (D1, D2, D3, D4, D5, and D7) identified under the SECC database for rural areas. For the urban areas, the 11 occupational criteria will determine entitlement.

Rural area categories: The different categories in rural areas include -

families having only one room with Kucha walls and Kucha roof families having no adult member between the ages of 16 years and 59 years
female-headed households with no adult male member between the ages of 16 years and 59 years disabled members and no able-bodied adult member in the family SC/ST households
landless households deriving the major part of their income from manual casual labour households without shelter
destitute living on alms
manual scavenger families primitive tribal groups
legally released bonded labour  

Urban area categories: For urban areas, 11 defined occupational categories are entitled under the scheme. The main source of income related to the household has been clarified in urban areas as -

beggars, rag-pickers, domestic workers street vendors/cobblers/hawkers/other service providers working on the streets
construction workers/ plumbers/ masons/ labor/ painters/ welders/ security guards/coolies and other head-load workers Sweepers/ sanitation workers/ malis
Home-based workers/ artisans/handicrafts workers/ tailors Transport workers/ drivers/ conductors/helpers to drivers and conductors/cart pullers/ rickshaw pullers
shop workers/ assistants/ peons in small establishments/ helpers/ delivery assistants / attendants/ waiters electricians/ mechanics/ assemblers/repair workers
washer-men/ chowkidars Other work/Non-work
Non-work (Pension/ Rent/ Interest, etc.)

PM-JAY Package List (Full List Available On 23 Sept 2018) -

1,350 packages under 23 medical specialities will be offered under PM-JAY. 253 packages will be offered under general surgery, 112 packages will be offered for Oncology(cancer treatment) and 101 health insurance packages will be offered for orthopaedics that include hip and knee replacements. Organ transplants are excluded at but procedures like valve replacement, cardiac stents, ENT surgeries, prostate and gallbladder surgeries are covered under PM-JAY package.

Who Is Out Of MERA PM JAY List -

  • Families file Income Tax or pay professional tax.
  • People with over 2.5 acres of irrigated land, one irrigation equipment.
  • People owning over 5 acres of 2 crop season irrigated the land.
  • Owners of 7.5 acres or more irrigated land with irrigation equipment.
  • Families with credit card limit of over Rs 50,000.
  • Families where a member has a government job.
  • Families whose non-agricultural business is registered with the government.
  • Families where a member earns over Rs 10,000/ month.
  • Families with a house of 3 or more rooms with concrete walls, own refrigerator, landline phone.
  • Owners of 2 wheeler, 3 wheeler, 4 wheeler vehicles, fishing boat.
  • Owners of 3 wheel and 4 wheels agricultural equipment.

National Health Agency informed that abnhpm.gov.in is the only official website on Ayushman Bharat – Pradhan Mantri Jan Arogya Yojana and for HHD number mera.pmjay.gov.in is an official website.

To Check Eligibility - 

A website and a helpline number have been launched to help prospective beneficiaries check if their name is there in the final list of the Ayushman Bharat scheme. The National Health Agency (NHA), the apex body implementing the scheme announced the launch. 

You can call upon the helpline number, 14555, to find out your eligibility. You can also check it online. 

Check for eligibility for the scheme through the NHA portal: 

1) Log in to mera.pmjay.gov.in.

2) Enter your mobile number and captcha code. After this, a one-time password will be sent to your mobile number. 


3) After entering the OTP, you will be taken to this screen. 


4) Select the state. And how you want to check for eligibility: name, mobile number, ration card number, or Rashtriya Swasthya Bima Yojna URN number. 

5) If your name is in the eligibility list, It will show up in the right-hand side of the page. Click on 'Family Members' tab to find the beneficiary details and information of the family members covered under the scheme. 



All Indian families that are enrolled under RSBY (till 31st March 2018) that do not feature in the targeted groups as per Socio-Economic Caste Census data will be included as well and can identify if they are eligible for PM JAY using RSBY. Enter your RSBY number and click on submit button. In the end, you will generate HHD Number. 

HHD number is a unique number for each Ayushman Bharat Health Insurance Benifiries. When you generate HHD number using any methods then you have to go to the nearest CSC centre for Ayushman Bharat Health Insurance Card.

Achievement Of PM-JAY Portal -

In order to provide better health facilities to the people, two lakh people have been registered in Varanasi district under the direction of Ayushman Bharat Yojana. It includes 1.10 lakh rural area and 90 thousand people from the urban area. So far, two lakh people have been registered from all over India.

32,634 families in Udhampur district(Jharkhand) have been registered till 12-09-2018 as beneficiaries of Ayushman Bharat Scheme. 28,700 families are from rural parts of Udhampur and 3,934 families from the urban areas.
